About Us

Seahorse Consulting is an independent consulting firm specializing in managed care solutions. Our services include obtaining new contracts that drive revenue and renegotiating existing contracts to maximize revenue opportunities. Our team of experts provide managed care strategy, policy interpretation, process implementation, technical assistance, staff training and trouble-shooting claims issues to ensure timely accurate payment.

Dana McHugh

Dana has expertise in managed care (Medicare, Medicaid and commercial), network development/contract negotiations and all aspects of provider network operations.

Mrs. McHugh has over 25 years of managed care experience, including two stints as Executive Director for successful Florida (statewide) HMOs. Additionally, Dana was the State Director of Provider Operations for Prestige Health Choice(now Amerihealth Caritas).  Her managed care leadership experience includes two start-up HMOs (providing Medicare, Medicaid and Commercial products) where Dana handled virtually all aspects of market/network development and management including:  provider contract negotiation, recruiting and developing staff, recruiting and training sales teams, and budget management for the region.  Dana launched her consulting work serving as a Principal for Health Management Associates (HMA). She's a successful problem solver and strategic thinker assisting C-suite executives with managed care policy and operations on a national and state level.

Since 2013, Mrs. McHugh has focused on assisting providers, obtain new and renegotiating existing contracts, training staff on policy implementation operations, and trouble-shooting policy/process and claim issues. One of her key roles has been leading FAHA H&S(a subsidiary of LeadingAge Florida - a network of Florida nursing homes), where she has helped clients increase revenue streams by negotiating new contracts, renegotiating existing contracts and resolving previously denied complex claims.  She has nursing home and hospice clients in multiple states, providing managed care contracting and operations expertise.

Dana has a degree in Business Administration from Barry University.   She and her husband, Bill, reside in Tallahassee and can be found most evenings playing pickleball on their backyard court.

Ken Brummel-Smith, MD

Ken Brummel-Smith, MD is Professor Emeritus in the Department of Geriatrics at the Florida State University College of Medicine. He founded and served as chair of the Department of Geriatrics from 2003 until 2015. He has been selected 16 times by his peers as a member of the “Best Doctors in America.”

​

He was a member of the National Advisory Council on Aging for the National Institute on Aging and a Health and Aging Policy Fellow with the Senate Special Committee on Aging in Washington DC. He is a past-president of the American Geriatrics Society. He served on the Aging, Disability and Independence Forum of the National Academy of Medicine. He is the medical director of FAHA H&S(a subsidiary of LeadingAge Florida).

He graduated from the University of Southern California School of Medicine, did a residency in family medicine, and a fellowship at the University of Southern California School of Medicine.

​

He retired from FSU in 2017 and is enjoying playing pickleball and hiking. He is very interested in community service, serving as the membership chair of the Mt. Shasta Rotary Club, Board of Directors for the Mt. Shasta Recreation and Parks District, former president of the Mt. Shasta Pickleball Club, and is the USAPA Pickleball Ambassador for Siskiyou County. He continues to provide community education on health issues and consulting to medical schools on ethics, geriatrics and COVID.

Carol Greenwood

Carol  is a healthcare consultant with over 35 years of government and health plan regulatory experience.   She developed policy and procedures for Florida public assistance programs. Led statewide program compliance monitoring and provided technical assistance and policy training to state program staff in 11 districts.

​

Carol monitored Medicaid fiscal agent operations including claims resolution. She conducted initial and renewals for Health Care Provider Certificates (HCPC) and annual Risk Management surveys for Florida health plans. She provided technical assistance and approved the Florida Medicaid health plans policies and procedures.

​

Carol's health plan regulatory experience includes state and federal experience.  She was the Director of AHCA Contract Management for a statewide Florida Medicaid health plan. She provided technical assistance and oversight of all areas of health plan operations to executive leadership to ensure contract compliance. Liaison to the Agency for Healthcare Administration (AHCA) on all member and provider issues.  Her experience includes Medicare Advantage and the D-SNP contract approval process with AHCA.  And subsequent technical oversight and assistance to ensure contract compliance.
